Key to the diagram

We have at least eleven Commissioners at any time, appointed by Her Majesty the Queen, on the recommendation of the Prime Minister. The Commissioners are supported by caseworkers and administrative staff.

1 Application

We receive an application from you.

2 Administrators

When an application arrives at our offices, it is recorded on our system and scanned into our confidential computer database by our administrative staff.

3 Caseworkers

Work begins on an application when it is allocated to a Case Review Manager or Case Worker.

4 Commissioners

The Commissioners make the decision about whether a case can be referred to the Court of Appeal.

5 Court of Appeal

The Court of Appeal treats a case referred by to them by us in the same way as any other appeal.

6 Appeal dismissed

If the appeal fails at the Court of Appeal the convicted person can make another application to us if new evidence or arguments arise.
